MAYOR’S REPORT
January 24, 2008



MOTIONS:
(Umpire in Chief) Per the recommendation of the Recreation Board, I recommend appointing Mike Blazevich as the Umpire-in-Chief for the 2008 Summer Ball Program at the rate of $450.00 per month for 3 months.

(Recreation Board) Per the recommendation of the Northwood School Board, I recommend appointing Jeff Knisely, 4081 Ranger Drive, Northwood, OH to fill an expired term of 5 years on the Recreation Board. This is a School Board appointment. Effective date will be January 25, 2008. Term expires on December 31, 2008.

I recommend appointing Rick Radocy, 190 Farnstead Drive, Northwood, OH to fill the unexpired term of Dean Edwards. Effective date will be January 25, 2008. Term expires on December 31, 2008.

(CHIS/CHIP Housing
Advisory Committee) I recommend appointing Deb Downey of the Wood County Committee of Aging to serve on the Housing Advisory Committee for CHIS/CHIP for a new 3 year term. Effective date January 25, 2008. Term expires on December 31, 2010.

Parks and Rec Committee

I am not in favor of creating a 3 council member committee to be in charge of Parks and Rec. The rec board was designed years ago to be in charge of Rec and Parks. The great people who serve on Rec Board have a better idea on what needs our city has concerning Parks and Rec.

Northwood City Council is considering creating a Parks, Recreation and Open Space Committee.

Council has already approved a second reading of the proposed ordinance.

“Our recreation board has authority over all our parks,” said Mayor Mark Stoner. “I don’t think anyone knew that the recreation board is supposed to be in charge of the parks. The board could technically tell our streets superintendent when to cut the lawns, what mowers to buy, and hire people to do it. It’s just a huge duplication of services. We need to make another committee for council on parks, recreation and open space.”

Stoner would like the recreation board to remain intact to oversee city sports programs, mostly baseball.

“It’ll make it a little easier for our administrator [Pat Bacon]. When she wants to order playground equipment for one of our parks, who does she take it to? To the Finance Committee to get approval for financing? This will make it a little clearer. Basically, anything that would happen inside a park boundary could go to the Parks, Recreation and Open Space Committee,” said Stoner.

The chairman of the recreation board would likely meet regularly with the three member committee to discuss some of the needs of the sports programs.

“The chairman would inform the committee, for example, that we need more stone on the baseball diamonds. The recreation board has no authority to spend money. They have to go to council for approval. No communication from the recreation board came back to council. The liason from council who was supposed to go to the recreation board was working different shifts, so therefore, no communication came back to council. Having a Parks, Recreation and Open Space Committee would clear that up. There’s going to be councilmen on the committee. So if one is gone, there are still two other councilmen to hear their concerns. If they need something done that requires financing, then they can bring it to the full council.”

The city, with a population of 5,500, currently has four parks - Brentwood, Central, Nature Trails, and a new park at I-280 and Curtice Road that has not yet been named.

Not everyone supports a new Parks, Recreation and Open Space Committee.

Councilman Dave Gallaher said it was unnecessary.

“I don’t think council is in a position to take over the recreation responsibilities of the city,” said Gallaher. “Council deals more with budget items, and the long-term operation of the city as far as rules and regulations. Parks and recreation should stay exactly the way it is, with volunteers and parents involved in the recreation program on almost a daily basis. Those are the people who are in touch with those who use the program.”

Gallaher said the city needs an in-depth master plan for parks and recreation, which is recommended in the city’s master plan.

“It’s something I’ve been trying to get on the agenda for well over a year. I don’t think we have enough direction in our parks and recreation program. With money being tight, it’s all the more important that we know exactly where we’re going with the parks and recreation program so we start projects that, in the long run, aren’t in the best interests of our residents. We need a parks and recreation master plan. We don’t need a parks and recreation committee of council.”

Park/Pond

Rec Board at a Nov meeting voted on naming the new park Northwood Veterans Memorial Park. The mayor had the minutes from this meeting but did not share them with council. Council then voted on the mayor's suggestion to have this contest.

Northwood to have contest to name new park

Northwood plans to regularly stock fish in a pond at a new park at I-280 and Curtice Road each year.

But first, the city will have to name the park.

Mayor Mark Stoner said the city will apply for a grant from the Ohio Department of Natural Resources to stock the pond with bluegill, trout, bass and perch. The park, though, must have a name, according to the grant’s requirements.

“We have to enter into a contract. And part of the stipulation is that we have to have a name for the park,” said Stoner.

Stoner wants the ODNR to stock the pond every year. Council would have to approve any agreement with ODNR.

Donations have paid for park benches, picnic tables, and trees planted at the site.

Stoner plans to name the park with the help of elementary school students in a “Name that Park” contest.

Those who have donated to the park will judge the entries.

“I would like to have the contest for grades 1 through 4 to name the park, and see who wins,” said Stoner.

The winning entry will receive a prize on the park’s opening day, he said.

“I’m not sure how we will do it, but the top finisher could get a fishing rod and reel, followed by a tackle box for second place, and another prize for third place,” said Stoner.

The park is expected to open once the parking lot is paved this spring, when the weather turns warmer.

A new Menards home improvement store, adjacent to the site, built a driveway at the southeast end of the pond off Curtice Road.

“There’s an area staked off between Menards’ driveway and the gate to the pond, which will be our parking lot,” said Stoner.

The pond late last year was stocked with 400 bluegill, bass, and perch purchased from the Amish in an effort to make the site into a popular fishing hole.

Trout “fingerlings” will be introduced this year. Trout not harvested during the fall and early winter may not survive to spring due to frequent “winterkill,” when fish die in the winter due to a lack of oxygen.

City council last July agreed to develop the city-owned property into a park at the request of Stoner. A pond already on the property was created by contractors moving soil for construction of the Curtice Road overpass about 10 years ago. It has been enclosed by a fence and inaccessible to the public.

Council considered filling the pond, then later selling the property for future commercial development, but cost estimates were deemed too high. Stoner instead pushed for developing the site into a park. Petitions with over 40 signatures from nearby residences backed Stoner’s proposal.

The city has already added a stone path around the 55-foot deep pond, and eight life preservers are posted nearby.

FINES & COSTS: Northwood Mayor’s Court has receipted for the month of December 2007: Fines - $3,235.00; Forfeitures - $2,713.00; Costs - $3,159.00 for a total of $9,107.00.


INFORMATION:
(Fire Department) Recruit Richard Etts has resigned from the Fire Department due to time restraints. Effective date was June 26, 2007.

MOTIONS:
(CRA Housing Council) I recommend appointing Jim Barton to fill the unexpired term of Rick Radocy on the CRA Housing Council. Effective date will be January 11, 2008. Term expires on December 31, 2008.

(CHIS/CHIP Housing Advisory) I recommend appointing Hope Anderson, 208 Ritter Avenue, Northwood, OH to serve on the Housing Advisory Committee for CHIS/CHIP for a new 1 year term. Effective date January 11, 2008. Term expires on December 31, 2008.

I recommend appointing Don Corley of WSOS to serve on the Housing Advisory Committee for CHIS/CHIP for a new 2 year term. Effective date January 11, 2008. Term expires on December 31, 2009.

Council Action to date: Second reading of Ord. 2007-46 was held by Council on December 13, 2007. Discussion of Council on reasons for considering passage for a 40 mph speed limit from George St. to the eastern city limits on Woodville Road (St. Rte. 51). City Administrator Bacon explained that this legislation would reflect what has already been put in place by ODOT; 40 mph is the posted speed on Woodville Road between George St. and the eastern city limits.

Council Discussion of Ord. 2007-49: A lengthy discussion was held among the Mayor and members of Council. Councilman Edwards asked the Mayor what would happen to the current Recreation Board if the proposed committee is established by Council. Mayor Stoner stated that he felt that a Recreation Board would not be needed and explained the need for changes due to needing a direction over the city’s parks. Mayor Stoner stated that there is no longer a summer recreation program through the YMCA. Councilman Gallaher stated he did not believe the Recreation Board should be replaced; they are needed for the recreational programs in the City of Northwood. Councilman Gallaher stated that a parks and open space master plan is needed a good place to start is with the Recreation Board. Councilman Kozina stated that he could see separating the Recreation Board from a Parks committee and possibly have the Recreation Board become the Ball Commission. Councilwoman Hughes suggested mixing the composition of the Parks committee by having both citizen members and council members for both baseball and parks. Councilman Gallaher stated that Council needs to better define all of the existing committees and identify what they need to do. Councilman Barton stated he would like to see a ball committee in place as well as a parks committee to deal with improvements to the city’s parks, tennis courts, etc. Mayor Stoner stated be believed that the Recreation Board has only dealt with baseball matters in the past and this is probably due to lack of communication. Councilman Gallaher stated he disagreed with shutting down a Recreation Board or the Mayor blaming the Recreation Board for a lack of communication when that blame falls with the Mayor and Council. Mayor Stoner stated he did not say that the lack of communication was a reason for not having Recreation Board and was open to the suggestion that there be both a ball committee and a parks committee.

Barton inquired about the status or process for the proposed senior development in Northwood. City Administrator Bacon advised that a letter of support would be prepared to accompany an application to the State of Ohio. The NRC Group will be applying for rezoning of the property in February with the Planning Commission and Ms. Hada is planning to attend the next Council meeting. There were other questions concerning the timetable for the development and City Administrator Bacon was asked to obtain further information for Council from Mary Hada of the NRC Group.

Committe of the whole agenda

*Topic with a lot of discussion was the Rec and Parks committee. Original plan would be this 3 council member committee would replace Rec Board.
